The ability to achieve preset goals. It can be measured by comparing the expected objectives to the reached ones; it depends on the duo: goals-results. The objectives can be expressed in terms of quantity, quality, time. The efficacy is linked to the outputs, not the inputs.
In the quality field, it consists in the correspondance of a system with its preset goals: when the client is satisfied, efficacy and quality coincide.
